I have a website which is not located in the root directory (C:\inetpub\wwwroot) but located in C:\webapp\conversion\display.aspx. I created a website in IIS and pointed it to the above directory. When I am trying to access this website using http://localhost:8015/
it gives me the following error:
I am not sure where it is going wrong. Please help me in this.

You have to give full access right to the folder for IIS_USRS so IIS can get to the .config file.

You should add IIS_IUSRS and NETWORK SERVICE users to the folder where your files are located at.
And then in IIS -> site -> Authentication -> Anonymous Authentication need to be enabled and using the IIS_IUSRS user.
Another thing is you may need to check the application pool which your site is hosted at, and put NETWORK SERVICE as its application pool identity
