if i create the set up file for my web application . if i run in the other local computer then iis must be installed in local host and the web pages should work.

you are right.
If you want to host/deploy/install your asp.net web application you have to have first install iis server otherwise it wouldn't work.

but including the [webappliaction and iis package] in single exe.
when the enduser click on the icon after installation it should work same as the application run in developed system[developer]

I was confused regarding exe :) you have written about.anyways ,I just suggest you to
use a Web Setup Project.
Add a new project to your solution.
In the "Add New Project" dialog, select Other Project Types->Setup and Deployment->Visual Studio Installer.
Other Project Types->Setup and Deployment->Visual Studio Installer
Then select Web Setup Project.
Web Setup Project
In the created setup project, add Project Output... (Content Files) to the
Web Application Folder (in File System Editor).
Web Application Folder
The web setup project includes by default check for IIS and .NET framework. It is possible to add checks for other dependencies.
When building the setup project, it is created the msi, along with a setup.exe that includes some pre-install validation.

Depends,If you want you can make it part of package I think it is good idea because IIS is just windows components which is free and .I have never made it but seems good idea.
