Many websites use the same formatting and layouts. The overall design of a website is not normally copyrighted. Although there are some that do. It's okay to use a similar look and feel. The key though is to add your own look and feel, buttons, coloring,
etc. Imitation is the best form of flattery, but plagerism is not recommended.
Coding is like life, learn from the past and work towards the future, trying to redo past code, ends in lost time and nothing new accomplished.

It's generally not a good idea to take the design of a website and use it as your own. Even if there isn't a copyright notice, the images, HTML, documents, content, etc. are generally still protected by copyright laws.
