The iPad browser doesn't allow file uploads, and you cannot manipulate the iPad camera from a web application. You need to develop a native app for that.

You can take a help from PhoneGap - A open source native apps support for Web development for smart devices. PhoneGap helps to embed native support for mobile / tablet web development like accelerometer, Camera, Geolocation, Capture, Media , notification
etc with HTML 5...

I suggest you to go ahead and develop a Native app for iPad! You will have better control!

thanks to all who respong.. the challenge is that i want to keep this as web app becuase we may have folks with blackberry, orhters with android device.... really will like to have a way to "connect" the picture with teh record number as it is being collected...
wondering if renaming that picture with the record number could do that... if so, any way to "push" a filename for the picture being taken ????

If you are concerned with Web app itself, then as Basak said, you can go ahead with PhoneGap API's!
