apart from using visual studio, is their another way to create asp.net c sharp web and console applications.
if yes, what are the limitations.

You can use any standard text editor to create your applications. The only downfall is many of the automation tasks of visual studio are lost such as easy building, simple publishing, Setup creation wizards etc.
You will need the C# compliler, from the .Net framework SDK. Compiling applications can be done in the command line. http://msdn.microsoft.com/en-us/library/78f4aasd(v=vs.80).aspx
If you are worried of the cost, there are many "free" versions of Visual Studio that can be used for each project type

is there any particular reason for not using VS? Obviously, you can use text editor, but life will become harder as you will find difficulties to trace your problems (if any)

You can go with EditPlus.
Or simply notepad/wordpad.
