is it possible to change the language(Culture) of aspx page on runtime without using resource. I dont want to add resource for each entity e.g I have 50 labels on page and i dont want to add each label in resources to change it into other language.

You can create one (global) resource file per language, where you can put all strings. Create resx-files (e.g. Site.resx, Site.en.resx), put them in App_GlobalResources and use from code-inline
<asp:Literal ID="Literal1" runat="server" text="<%$ Resources:Site, MyString%>"/>
or from code-behind

since messages return by Store procedure in en language and there are almost 1000 messages . Should I create 1000 resources files for these messages?, which is totally not acceptable i think.

Again, you can create one global resource file per language, where you can put all 1000 strings.
