I can't prove to you that there is some proxy administrators who simply don't know what they are doing. So just trust me on that.
So please, allow web platform installer to ask for proxy credentials after hitting 407 error.

As far as I know, WPI shares same proxy settings with IE, you can check these settings and try Url from IE and WPI again.

well, url that returned 407 is: https://go.microsoft.com/?linkid=9777770, and that url is redirecting to: https://www.microsoft.com/web/webpi/4.0/webproductlist.xml, which i can see.
the point here is very simple: installer must ask me for my proxy credentials, and it doesn't. so, of course, 407 error appears.
