Mono for Android SDK helps to work in C# platform with .NET 4.0 Framework , so if you like to stick to .NET platform & wish to develop for Android , the best would go for Mono for Android.
Download Mono Develop for Windows: http://monodevelop.com/Download
For tutorials of Android development on Mono:
Native Android SDK & development is based on Java Platform , so If you like to go for Native development with Java & android , use Eclipse.
Even in Flex Environment , there is excellent of Adobe Flash Builder 4.5 for Mobile support with Android,i-Os, BlackBerry.

i think better choice to use native android sdk instead of mono as they are always late in updates as they have to develope wrapping things for new features always in future .. so better to learn java instead of sticking with .net .. what say .. ? or should
i wait for google to launch a wrapper for .netters ..

You better go with the native Android development! Since you get more support for it!
Since you are .NET developer, i suggested you some resources to get started!
