need to create the localresource file for every .aspx pages in the .net project, without manually selecting the Tool==>Generate LocalResource option.
This i have done through extensibility code. But that will work only when i purposely need to open the project solution.
Now i need to create the localresource files without opening the project(i.e without opening the visual studio IDE).
I will give only the location path of the project, from that i need to create localresource for all pages.
important: i need localresource.resx, not globalresource.
bez globalresource is easy to do without opeing the project instance.

This can be done by following method
1) createing the visual studio instance
2) open the solution of the project by using the above instance
3) visual studio object contains "show main window" property which is setted as false.\
This will not open the visual studio IDE, but it process all the operations which ever u create it.
But only thing is you need visual studio to be installed in that machine.
