You need to be consider using a mixture of server and client technologies here. The obvious choice for server technology is ASP.Net. It is a very powerful technology, easy to use and get started. Check this out:
You can use ASP.Net to write a web site / web application and host your application to the outside world on a windows server.
jQuery and jQuery UI Links
You can get started by installing the free tools here. (Visual Web developer, SQL Server Express)
Check out the amazing samples that you can integrate on your website here
Hope it helps or atleast gives you an idea of where to make a start.
