You could check the IIS error logs for some clues. Also, check the clients DNS browser settings if they resolved the page too slowly.

you should be aware of using iframe as it is vulnerable of virus attack. If you can open the page with no hassle on the server, this can simply because of the fact that there is "no-wait-time" to download the content (everything resides on the server).
When you open your site on a client browser, the client browser needs to download the information from the server. It depends on the location where your server is located. If it requires more hops to reach the server, you will experience longer delay. This
is something you need to check it with your current host provider. As a rule of thumb, the wait-time should not exceed 10 seconds for an ordinary (less-intesive db) site.
Your client browser also plays an important factor here. If you have many plugins installed on the browser, it could slow down the site access as well. Your browser will need to connect to the plugin and then, it will serve your site.

Where is the server that you host website? Is it on local network or external in data center far away from your location?
