Sorry if this isn't a good place to post this question. Let me know if there is a better place.
I'm taking over for a very simple website about a local dog park. The site is located
here. Keep your expectations low. I intend to make it better.
Anyway, the site is not presently asp.net. The pages are .shtml. Some things are include files such as the menu as the three lines below show:
<!--#include virtual="/navdpSSI.shtml" -->
The includes are ignored on my Windows machine running IIS 7.5. While I may migrate the site to .net down the road, my main focus right now in the interest of speed is to just get it working as is. Can anyone tell me what I need to do to get the includes to
work? Everything else seems to work except for those. Any help is very much appreciated.

The problem might be because of Missing Server Side Include application on IIS.

Thank you for the reply. I was away so couldn't check this until today.
All application development features are checked including "Server-Side Includes". Still, they do not work. With or without the leading slash, they don't work.
Any other ideas? Thank you very much.

Do you have handler mapping for .shtml file?
Please test renaming files to .asp (both main page and included page) and check if SSI works with ASP.
