Just looking into XML and my quest is, Does an xml file get updated the way standard table does or does the whole file get rewritten each time?

AFAIK, whole file gets updated. It's File System not Database.

I wonder if means totally rewritten? Or even in the case of "adding a record".

Yes, whole file gets rewritten when you add a single record. This is the difference between file system and database.

It seems that you want to use xml contents as a datasource and You wanna an xml can be inserted, editted or deleted just like doing those taks in a normal GridView bound to a database?
If really, I think both of your questions are "Yes".
And if you have interest, I think you should send me
email@example.com, I'd like to share a free copy of sample codes to you (Please with the Title: Insert/Delete/Update Xml in GridView Wanted).
This xml is based on the structure of a DataTable. So it's very easy for you. Hope this helps：）
