I want to create a control based on(derived from) a standard control like the dropdown box or label. If a label, I want to have its text always be red. If so is this a "custom control" ? I want to create it visually in the designer. Then be able to add it
to my toolbar to drag and drop it on any form.

yuck. can't have the best of both worlds in this particular case.
As for the placeholder to implement a web user control, can you access its properties normally?
And, how does this tie into creating a class, you know, the .vb files that reside in the App_code folder?

As far as I know, you can expose a public property inside the user control and access it normally.
And you can just create a proj, and choose User Controls Item by right-clicking the proj, choose Add New Item. Just Drag and drop some existing controls onto it and do something coding...
And I'm not understanding what you mean "App_code"？Correct me If I'm wrong：）
