I've never tried this myself, but am attempting to build a proto-type of a discovery service (much like WS-DISCO Services) for a research project I'm currently working on.
Was wondering if anyone had tried it before with WCF/ASP.NET and have any articles/blog posts to share?

The article below is older and gives some great background information on the currently available discovery mechanisms, formatting required for the files, and
briefly eludes to creating a discovery application in the section named: "Discovery-driven Applications":
Publishing and Discovering Web Services with DISCO and UDDI:
It appears that dynamic discovery of these files is handled by the "System.Web.Services.Discovery.DiscoveryRequestHandler" namespace, so maybe decompiling it could offer some insight into making a client discovery application like DISCO.exe. I could not
find a whole lot of information on creating discovery services from scratch, so maybe looking at the ones provided by MSFT and working backward might help.
