I submitted Dynamic Rotator to the controls gallery two days ago, but there's no visual feedback to indicate what happens now.
I assume someone has to approve the listing? If so, how long does it usually take? And who does this? Can another member do it?

Thanks for the submission! Control Gallery submissions are typically reviewed every 2-4 weeks, and we've just now completed this cycle. Your entry has been approved.

I noticed the page looks different for the public than it looks for the admin (is like it didn't get the latest version). Also, they seem to have different ids. If I access the control without being logged in I get ID 4730. But if I'm logged in I see 4731

The different IDs is correct. Each update submitted will have a new ID supplied, but the original ID is the permanent ID as far as I am aware. I saw a new update in the queue for your product and have just now approved it.
If your listing still is not reflecting your most recent update, please let me know.

Thanks, it looks better now. I remeber doing about 10 updates until I got it to look the way I wanted. It would be nice that you'd only have to approve that last of them since the rest are intermediary.
Also, I see the view counts and download count reset on each update? It would be nice to stick the counts to encourage developers to keep the listings in the gallery up to date.

That's not been my experience.

From my experience, that is what we're doing.
