For Mobile web development, you don't need any SDK's.

Is the Designing in Web Pages and Mobile Web Pages different ?
Then how this works...?
Mobiles have small display screens..
We have to redesign the web pages....Isn't it like that ?
What are the things we have to think about ..?

General ASP.NET web application works absolutely fine in Mobile Browsers[HTML Compatible]. The beauty of ASP.NET web application is, it renders the site according to the request device.
Add the following Mobile related META tags, to avoid display issues.
<meta name="HandheldFriendly" content="true" />
<meta name="viewport" content="width=device-width,initial-scale=1.0,maximum-scale=5.0;" />
If you opt to have one asp.net web application, then you have to design the asp.net web application, such that it renders perfectly in both Desktop and Mobile browsers.
If you opt to have different web applications for Mobile and Desktop, then you have to create separate web application for both.
For detecting the Mobile browsers, check the following link.

Besides state management, what are your thoughts on why MVC is a better way to go when developing for mobile apps ?

You can use WebForms or MVC, to create Mobile applications.
The below link, should clarify the differences about the ASP.NET WebForms and MVC,
