I'm looking into making some of an asp.net app available from smart phones and iPhone. I'm using Visual Web Dev 2008 and .net 3.5 sp1. Can we use the same forms and controls for the mobile screens?

depends on what you mean by smart phone, and what look you want. the iphone, android, and palm phones all use webkit and work very similarly, and support webforms. you will not have a mobile looking app but it will work. window phones have custom versions
of ie with different feature sets (not documented). the mobile version of asp.net was trying to support these, but was dropped.
if you want to make a smart phone looking web page, then webforms has little support (though there may be third party controls for the iphone and android). actually mvc is probably a better fit. windows phone 7 also has a custom version of IE that is between
ie7 and ie8
if you get dreamweaver it has test suites/emulators for different mobile phones, but Microsoft has not addressed this issue yet.
