What happens when you answer someones question in a thread and they do not mark the post as answer? I have encountered this situation a few times, do moderators step in and mark the post as answer? It hard to help when the creator of the thread deserts it.

There are many Microsoft community support members that regularly go through the threads that are still unmarked.
If a legitimate answer appears to exist and it looks like the OP simply forgot to mark it, they will add the mark.
Note though that to insure the OP has the opportunity to try the solution out and respond on their own, the Microsoft folks may not hop into a thread for a few working days.
If the thread hits 4 or 5 days old and remains unmarked (and you're certain that one of the posts represents "the" answer) then the thread could be brought to the attention of the moderators using the Alert Moderators link.
The thread you linked to was created just this past Friday, so i'd give it a bit more time.
