I understand that the issue is that a non-administrator to type the username and password while they accessing the Report Server(or Report Manager). If I have misunderstood, please don't hesitate to let me know.
The issue lays in the Internet Explorer(IE) doesn't pass the user's credential to the Report Server automatically or the IE is not Windows Integrated enabled.
Please follow these steps to try to solve the issue:
1. Open IE.
2. Click the menu "Tools" >> "Internet Option..."
3. Go to "Security" tab.
4. Select "Intranet sites" or "Trusted sites" zone
5. Click "Custom Level", and then check the item "Auto logon with current username and password."
6. Click "OK" to apply and go back to the previous page, click "Sites", and then add the Report Manager sites to the zone.
7. Now, go to "Advanced" tab.
8. Make sure "Enable Integrated Windows Authentication*" is checked in the list.
If you have any more questions, please feel free to ask.

To Date/Time type of parameter, you could only select the day not exact time(9:00) So you have to add the Text type of parameter. If you want to validate the parameters in report, you could give a default value to the parameters.
For more information about Setting Parameter Properties for a Published Report, please see:
