my website need a function to allow domain users jump over the login page and directly access the contents of the site. but for other users which there are not in the domain or they are not the member of the domain then they have to login the website through
the login page.
this is different with ask user login to the domain through a login page. the website must distinguish is the user a domain user and the user name in the domain or not when the user first time access website.

I am not sure if you can have windows authentication and forms (basic) authentication on a same web site.
Somehow, if you could trap HTTP 401.1 - Unauthorized logon response then may be you can redirect them to another site. I am not aware of how this can be done.
Simplest approach could be to have users hit different sites altogether. The users who are domain users hit one site and others hit the second one.

anyway, i found the problem is in the client side, the user authentication -- logon must be set as "automatic logon with current user name and password", and i spend 2 days to find it:(
