I see a lot of ASP.NET community members writing their own ASP.NET community blog entries that get linked on the site, how do you become an ASP.NET community blogger?

Do you mean the blogs at weblogs.asp.net? You need to be a member here with more than 750 points, and then you can use the site Contact form to apply.

Before your friend could request a blog here, he would need to create an account here and meet the minimum participation level. As for the MSDN forums, those are administered separately from this site - so you friend may want to contact them directly.
