I have to design a dot net application which talks to Java and other language modules in both way then what things i should consider first and what different technologies i can use to design .net application.

use something that both, or more, understand. Webservices & soap were invented just for that purpose. I don't know the version of .NET you're using but since .NET 3.0 you can use WCF for this on the .NET side.

Like Kris mentioned, you are dealing with different programming languages so you need a "standard". In the 90's we used CORBA, later COM, COM+, and nowadays we use xml based SOAP messages to communicate.
