If your payment gateway is a webservice. Consume that in your application by adding web reference.
And Create an object of that webreference.
Now try to lookinto the methods of that object and check what parameters you need to pass.
If you look in to the wsdl and any documents related to their API, you can get it easily.

I recommend a "Payment Gateway" such as PayPal's PayFlowPro Payment Gateway. The nice thing about this payment gateway and ones similar to it is that the company develops their own API and typically have a .NET version. This is just a .dll that you
can consume in your project to call methods that allow doing all of the functionality you listed and much, much more. Plus between thier support forums and sample applications you will have all the help you need to get your application processing payments.
The other nice thing about using a payment gateway is that you do not have to store credit card data on your servers which requires you to be PCI compliant. By using a payment gateway, you pass the customers info along to be charged, and then just get back
the response weather it was successful or not. This allows your involvement to be smaller, but yet still process payments. Another even simpler process might be to use PayPal's own payment processing if you do not need your own custom checkout and can use
