On Website properties in IIS, Got to Directory Security (Edit)---> Enable Anonymous access, Browse for an account with permission in Domain. Now it allows everyone to access the site irrespective of account.

You should be able to use WinNT to access the local machine (instead of LDAP) combined with the fact that the NativeObject property of DirectoryEntry throws an Exception if user is not authenticated.
DirectoryEntry user = new DirectoryEntry("WinNT://localhost", username, password)
bool authenticated = false;
object nativeObject = user.NativeObject
authenticated = true;
// Not authenticated

Sorry for late reply .... I solved this issue with the use of "advapi32.dll" API... Now it works perfectly...
