I am looking to create a HTTPModule that will take parts of a url request coming into the server and do IP authentication based on parts of the url.
EX. IP- 123.456.7.890 Get Text1/Text2/Text3
If Text2 = X and IP is within range XX:XX than allow if not than block.
Is this doable with a HTTPModule or is this more along the lines of an ISAPI Filter?
If it is doable with a HTTPModule how do i go about setting it to work on all request coming in through IIS/ the server?

You haven't specified what version of IIS you are using so it is difficult to provide a single answer. Anyway, here are a couple of options.
on the server and then add it to the server-wide Web.config file that you will find under C:\WINDOWS\Microsoft.NET\Framework\<framework version>\CONFIG. This holds for all versions of IIS.
2. Check for all requests: If you are using IIS 7 or above, you can write an HttpModule and add it to the server-wide Web.config in IIS integrated mode configuration section. If you are using IIS 6 or lower, you will have to write an ISAPI filter.
