There are 2 ways to provide your asp.net applications with database connections.
1. Using Microsoft's System.Data.OracleClient
2. Using Oracle's ODP.NET Data Provider
Oracle recommends to use ODP.NET, so you must download it from:
http://www.oracle.com/technology/tech/windows/odpnet/index.html (search through Oracle Technology Network to choose the right version for you, depending on your database version).
Once you've installed this provider, you must use oracle's method to connect to the database and do the operations you need. This site has source code and examples.
I see you are planning to make a simple login page or authentication, what will be your method of authentication?
