I could not find anything using Google related to the above error. Hopefully someone here can point me in the right direction. Here are the facts:
The error tells me that Dynamic Data is not installed or that the 3.5 Framework is missing something, but I am not sure where to start looking.
Any help will be appreciated.

Framework 3.5 SP 1 is installed, as well as the update for that
The error tells me that Dynamic Data is not installed or that the 3.5 Framework is missing something
The above contradicts it's self I would speak to your hoster as it seems that .Net 3.5 SP1 is either not installed or that somehow you are running under an older version of .Net on the same machine. The first thing I would check before calling the hoster
would be the app pool as this determins the version of the framework you are running on, this is a long shot as upto .Net 3.5 it always show ASP.Net 2.0 [:(]

You're right, it does contradict itself in a way, but I verified that 3.5 SP1 is installed because when I tried to install a fresh copy, it asked me to "Repair" or "Uninstall." I chose not to do either. As for selecting the .Net version from the AppPool,
it always just gives me an option between 2.0 and "No Managed Code." It does that on my local machine as well. Is it supposed to show 3.0 and 3.5? I didn't think it is, but if I'm wrong, please let me know.
Anyway, I resolved the issue. Plesk itself does not support configuring sites running on more recent versions of the Framework. So when you edit the ASP.Net settings via Plesk, it deletes all the unrecognized sections in web.config. So I had to compare it
to my original web.config and add everything back. That fixed it.
Thanks for your input!
