I am not sure if here is the correct forum to ask this question. Does Microsoft owns servers for companies that would like to host their web application? If yes is there any link? i.e. host .net application and sql server database.

Microsoft is definitely going provide us Cloud computing by appropriate SaaS solution(s) but from the ordinary hosting perspective I've found only the following link to 3rd party providers (which are recommended by Microsoft):

They do not offer hosting servers. Also when you choose a hosting provider it's important the location of your visitors - USA, UK...

Are you looking to host a .NET application with SQL server? If so any .NET host should fit your needs on this, you don't need to host with Microsoft directly.

I am currently on Godaddy. I am thinking of switching to DiscountAsp. Does DiscountAsp's base web hosting plan provide Sql server functionality like what Godaddy does?

Don't yoy think you should ask this question to DiscountAsp? If I read there site I think you can find the answer yorself also:

SQL is an addon feature to our base hosting plan and is not included. We are aware that other hosts may include MS SQL for free. We offer MS SQL as an addon so we can provide the high level MS SQL hosting service that we currently do and have a reputation

So I guess that you are implying that hosts that offer SQL for free do not offer high level hosting and have a bad reputation?

Not at all really. What we are saying is that for us as a company we view that to maintain the service levels our customers have come to expect from DiscountASP.NET we need to charge for our SQL databases.
It should be noted that with our SQL databases come with a number of different tools for free that we created in-house for our SQL customers. These tools, like our attach .MDF tool for transfering SQL express databases to MS SQL, require time and research
from our administrators. The addition of these tools to our SQL offering adds to our reputation as a high level provider, and so to maintain that we must continue to research and grow these kind of tools for our customers.
None of this means that other hosts are not high level or have bad reputations as host for not charging, it just means that for us as a company to maintain the high level that we wish to keep and maintain the reputation that we have, we charge for SQL.
