I am using
uploadify for a photography site I am building. I have an HTTPHandler that I'm using to save the posted file. What I am wondering is if I can resize images, insert a record of the image into a db and save the image from the HTTPHandler? This is my first
experience with HTTPHandlers so please forgive me if there is an obivious answer for this.

You can do whatever you like in the httphandler, you say you are saving from the handler so you obviously have the binary data of the image. Just create an intance of Bitmap from it and start manipulating.
I have a httphandler that server images from a database and dynamically resizes them watermarks them on the fly before saving them.
Apparently there is a replacement library for GDI i read about somewhere. GDI, isn't supported anymore (or never was). I havent used it (WPF). Some info on it here: https://niknak.org/blog/631-say-goodbye-to-gdi-on-the-web
