Which forum is best for me to ask simple Visual Basic 2008 Express programming questions.

It depends on the nature of your question. For example, Master Pages, Data Controls and Web Forms all have their own forums. For the most part the site's moderators do a nice job of redirecting questions to the correct forum.
Just remember to provide as detailed of a summary of your question/problem as possible. It has been my experience that people who post vague (and grossly misspelled or gramatically screwed up ) posts almost never get a response. The people who are their
to help us will most likely not respond to these posts just for the sake of clarity.
Also, when an answer suits your purpose, mark the helpful posts(s) as an answer so that you can help future visitors who may have the exact problem tha you are experiencing.
I don't know if this is a "written rule", but I know it can be annoying to have a person with dozens of posts, but almost zero "points". If I were one of the experts, I know that I would offer little aid to these folks because they are only in it for their

It's difficult to tell from your post whether you're looking to ask web development questions or windows development questions, but as Steve has indicated, the various forums at this site are all dedicated to ASP.NET discussions.
Members sometimes see some of the forum sections at this site as general purpose discussion areas for windows applications and/or web applications - but this is not the case.
While there are sometimes similarities between web development and windows application development, there are also some very specific and important difference. Because of the differences, these two topics have been kept separate.
In the event that you may have been looking to post questions about windows development, then the MSDN site has a number of forums dedicated to that topic.
We also have an FAQ to help you find other forum communities in the event your topic was not related to ASP.NET
