You mean that when you try to contact or ping localhost it doesn't resolve?

You need to make certain of a few things. Just use this as a checklist.
1: Are you using IIS on your local comp? If no then localhost won't work.
2: Did you make sure to dump them in the Default Websites folder? If not then it probably won't work without reconfiguration.
3: If this is on your local machine, go into IIS and make sure you set the Default Document to your startup file. By that I mean if your first page is Default.aspx or maybe its something like Login.aspx if you have to login. Then you will need to set it.
4: Is your Default document in the root of the directly? If not then it won't work either. IIS Websites or Virtual Directories work by accessing the root of the folder you tell them to look in.

Any details? What did your logs show? What happens when you use the IP address instead of "localhost"? How anout the system name?

Stop using "localhost" and use the system name or IP instead.

It is possible that a program such as Skype is taking up your TCP port 80. For example I had simmilar issue and when I closed Skype, resseted IIS and everything was fine.
