IEMobile (WM 5+) and Internet Explorer Mobile 6 (WM 6.5) have no built-in support for determining the location of the user via the browser.
One posssibility is to install Google Gears and to use the Gears Geolocation API with JScript. Another way to find the location is to use a GeoIP service if the user is connected via WiFi.

Google Gears Geolocation is well documented and you can read the documentation like others too.
