Can any one tell me hy i get this error?

Well I can not tell you specifically what caused this exception since most likely it occurs within the 'ShoppingCartAccess.CreateCommerceLibOrder' method. My guess by the name of that method is that is not your code, but something in a .dll that you are
using for a Shopping Cart application, correct?
My 1st suggestion would be that if this is something you are using from a 3rd party company would be to see if there is an updated version of the .dll to consume. Everything I read about the error you are getting typically stems from VB6 code being converted
to .NET that does not work properly. If you do have the code for that methid, then please post it because the line of code causing the issue is probably within that method (or within any code that method calls as well).
The 'Chars' method in general returns a character at a given position.
http://msdn.microsoft.com/en-us/library/system.string.chars(VS.85).aspx It takes (1) parameter, which is the zero-based position of the character being sought. Here is the best information I could find with a solution to the problem you are facing:
Without the code within that method it is going to be difficult to pinpoint the individual line of code. You may be able to view the stacktrace of the exception and use a decompiler to look inside that code if it truely is a .dll that was given to you by
a 3rd party company to try and figure out what is causing the error.
