I have found alot of custom controls on the internet, my problem is that I can't get them to work if the package doesn't contain a precompiled DLL file (i.e., the package contains a C# project, or just .cs, .js and image files). How can I implement these
controls into a new, clean web site that I create in Visual Web Developer 2008?

why dont you build the project and then look at the bin folder for the output dll files ?. This dll files you can refer to your new clean web project.

Ok, I have tried that but my compilation always gets errors. Guess I have had bad luck with getting poorly written applications.
How can I create a DLL if (as it sometimes is) the .rar file contains just .cs and .js files?

Errors could happen if you are missing some references or something like that. Other than that while giving out my code for example, I would not want anyone to say anything bitter about me. You need to resolve that yourself.
