I need to host a local football website as cheap as possible. Below are my requirements that my application needs to run.
1. Sql Server 2005
2. Asp.net 2.0
3. Ajax, Javascript
4. Free domain if possible.
5. Free setup if possible.
6. Write permissions when hosted to certain folders in my application.
7. SMTP settings to send mail.
It does not matter where it is hosted uk or america, but need it cheap. Can anyone help me please and give me a short list off providers up to £10 a month.

I can totally understand your want for inexpensive hosting. Give our hosting option a look when you have a chance. It should meet all your requirements.

DiscountASP.net and
SoftsysHosting.com for shared/reseller clients and both of them have been very solid with regards to services and support.
I have a great experience with 2gbhosting.com If you are looking for the smart hosting services with reasonable pricing then I would like to suggest you this company.

http://www.arvixe.com/asp_net_web_hosting. The prices were to good to be true, but they were very cheap, so thats what I went for.

There plans include SQL 2005 with all your other requirements and starts at $7/mo if paid annually.

IMHO the price is not the most important factor when you choose a new hosting provider. Take in mind that as much you pay as much will get.

You said you need local web hosting. So where that is? maybe that better have from your ISP?
