there is nothing in VS 2008 which can stop SQL Server from working. Have you checked in Services under Control Panel->administrative tools that all SQL Server related services are running?
moreover, before installing VS 2008, was your SQL Server running?

do one thing when you are installing vs 2008 then go to costomize installation.. and unselect sql server componets. then install vs2008 becouse i think there is some issue in vs2008 setup where inbuilt sql server in not proper instaling.

I think som ecomponets are missing from sql server installation becouse while you installing vs 2008 sql server componets installed once again and durring installation it stops all apllication of sql server, but after installation it is unable to restart
the servces. check sql server services are properly installed or not... other wise the problme is in your vs 2008 disk sql server componets are currupted.

It works fine. Just check out the services related to Sql Server and restart them. No problem....
One thing here, Its better to use VS2008 on XP. Becoz Home editions of VISTA doesnt support well.
