In Provisioning Manager on MPS server, in the clients section the Auditing and Recovery Managers not in a active state(cheking.....) and I can not start or stop that service.
How it can be fixed?

seems your MPF databases have problems, please check MPFConfig, MPFAudit, MPFTranLogData, MPFSample, and Resource Manager database status.
And any warning/error messages in event log?

All databases are online (MPFConfig, MPFAudit, MPFTranLogData, Resource Manager). But I don't have MPFSample database.
Also on SQL server in event log are not any error related with databases access.
Also on MPS server in event log are not any error related with Auditing and Recovery Managers.
Maybe a Auditing and Recovery Managers service stores the expanded logs in other place than event log?

Oh, my mistake, no MPFSample database.
What's the status of "Provisioning Auditing and Recovery Service" on your MPS SQL server (Services.msc)?
The MPFListener.exe may crashed.

On my MPS SQL server i don't have "Provisioning Auditing and Recovery Service" (Services.msc).
It is necessary to install this service from "Provisionin Deployment tool"?

on MPS server, open "Provisionin Deployment tool", go to Core Platform -> Core MPF Install -> MPF Audit and Recovery, check the server name.
then log on this server, check service status and event log.
