We are in the final stages of deploying HMC 4.5 and I'm now building the email plans and testing the solution. Everything looks pretty good, but I have stumbled upon one issue I can't get my head around:
We've had the E_BLOCKMODEL_NO_RANKED_RESOURCES_FOUND when creating mailboxes, but I was hoping this was because we were lacking some HMC hotfixes. Well, yesterday we upgraded to HMC 4.5 RU 3, and the problem still persists. After having spent a few hours
drilling down on this and testing various plan configs I am pretty sure this problem arises when I try to create a mailbox with a plan that has mapienabled set to tru. I always thought this was because of mailbox size /resource manager issues, but this doesn't
seem to be the full truth.
So, any of you seen this before? whenever I turn off mapienabled the whole thing works as a charm. Which turns it into a very complex and expensive pop3/webmail solution :-)

This problem is related to the resources allocated to organisation.As you create organisation you assign some storage to organisation.
There are two way you can allocate storage static and dynamic.
If it static you can easily see the remaining allocation when that error come and check the storage is available or not.If available storage is less the acllocation required then allocate more storage to oganisation.
But if you are using dynamic allocation you cant find the storage.
I faced the same issue long back and fond that Dynamic allocation is not working properly so work arond was use static allocation.

My bad, this turned out to be lack of OAB-server. After running Exchange 2007 OAB Resource Manager:AddResources this went away.
