ASP.Net is free to use, right? If so, I was wondering if I could download it via means other than a web installer. Offline means. I need to install it onto a computer that does not readily have internet access, and cannot use a web installer. Is that legal?
I didn't see anything in the EULA about it, and Microsoft has offered ISOs for other products before.
If it is legal, where can I download it?

there is nothing like ASP.NET ISO, asp.net is a language or server side technology. To run and develop asp.net you need the .net framework.
To develop and run ASP.NET application you can use VWD EXPRESS , which will install the .net framwork as well. With vwd express you can develop the asp.net websites. IT IS FREE
check my site a small article about this

Is there any way I can install that while offline?

Never mind, I think I found a link here:
It has all of the Express products on one ISO, so you can burn the whole thing to a disc instead of downloading individual programs.
