Please make sure there is not build error in your ASP.NET project.
What classes are in App_Code folder? Please make sure the classes are correctly in App_Code.
You also can create a simple application to see whether it has the same issue.
I look forward to receiving your test results.

delete all *.compiled files in your web site's bin folder. This solved my problem.

I faced this issue many times, sepcially one of my folder containing crystal report files. But i resolved it by cleaning solution, stopping any running web page and do rebuild or reopen solution. But today it was not working and i was helpless. Then
I found that it is due to McAfee real time scanning settings but i cannot disabled that flag. So i found another blog
and there was solution to set temp directory in web.config file which is used by visual studio for publishing web apps. I did that and it resolved issue.
