provides this starter Kit advantages for consuming REST services generally, i. e. external non-.NET services?

Following are some advantages of Consuming Restful services..
Lightweight - not a lot of extra xml markup

Suni's answers are great for why you might want to use REST rather than SOAP.
If your question is why you should use the WCF REST Starter Kit to consume REST services rather than HTTPRequest calls -- the starter kit basically gives you a wrapper around the calls you would need to make, and then some helpers for deserializing the response
either from JSON or XML. It also provides a nice async model for making these calls.
There's nothing there for consuming REST services you couldn't do yourself, but it certainly makes it easier. If you are calling an XML based service, the PASTE XML As Types feature is extremely handy. From my work with it, designing CLR types based on
the response message is the most time consuming part of working with REST, and the Starter Kit definitely makes that easier.
