I have been tasked with investigating development of a handheld device which can send (possibly receive) text and pictures across the airwaves.
I understand how to use a WebService methodology for sending text message from an asp.net web page, but I'm not sure of best practices regarding this kind of development.
Do I need to know exactly what the device is that will be used as a PDA or such in order to develop a bespoke application for it, or is all such development quite universal?
Also I need the application to remotely connect to a central computer / database so any pointers as to what I should be investigating will be most welcome please?
Just as a bit of background, a sample use of this application will be as follows:
A council inspector will come across some graffiti on a wall so takes a picture of it and sends this along with the location to a central computer, which in turn will send a text message to a maintenance man to go out a clean up said graffiti.
So the inspector will have a "device" such as a pda or mobile phone to capture the image and add some details, such as an area post code and this message will be relayed to the maintenance person, again on a similar device.
Personally I think this can all be accomplished via a simple mobile telephone but again, any details regarding how all this can be handled along with any pitfalls will be most welcome please?
The biggest pitfall I am seeing is having to pay up forward for bulk sms use, so I am guessing MMS will be the same?

Okay so now I know about GSM and GPRS modems, so I suppose my question can be, has anybody used such devices in the development of a web page that communicates across the wireless network please?
