Most likely this formatting is coming from either the user's regional time settings or their browser language preferences. I know that the AJAX controls change formatting when I try to provide support for another language.
You might also want to take a look at the server's regional time settings as well to rule that out. If it is happening for everyone I would assume server. If it is sporadic I would assume the user's browser.

Another thing that you might consider doing is formatting all of your date and time values when they are retrieved by the browser so that way the data is handed to SQL formatted the way that it expects it to be. If your application ever goes multilingual
you will be ready.
