I assume since you are using an API for MailEnable, you want to use MailEnable as your SMTP server.
You would first have to install MailEnable.
You can find the Installation Guide for MailEnable here:
As well as their Knowledge Base support here:
If you have already completed this step, or you need help with something else, please detail exactly what it is you are trying to do or what step you are stuck on so that I can help you further.

It doesn't look like the installation completed successfully. You can try re-installing it to see if that will fix it, otherwise check the permissions on the registry keys below to ensure the "Users" group has Read access on them.
Also, you can check the install log file to see what errors occurred during installation. You may also want to check the Event Viewer.
C:\Program Files\Mail Enable\INSTALL-STANDARD.LOG
Open "regedit" and navigate to the entries below, right click on the folder and choose
Permissions. Check the box for "Read" next to "Users", add the "Users" group if it does not exist.
HKLM\SOFTWARE\Mail Enable\Mail Enable
The "Default SMTP Virtual Server" in IIS should be stopped. That is IIS's SMTP server, which you do not want running when trying to start MailEnable as they will conflict trying to bind to the same port 25.

I finally installed it and all the services are running properly and all the errors from "Diagnostic Utility" are gone.
Now I need to start development i am referring to "http://www.mailenable.com/developers/help/webframe.html" and I have downloaded some more pdf's, but when i am trying to use methods of "AddressMap" or "POPRetriever" or "ListMember" I am getting return value
indicating failure [:(], so can u help me a bit in that now??
