I had set on the IIS features in my Vista Home Basic, but under the administrative tools, the MMC shortcut doesnt appears?

I have a feeling (I might be wrong) Home Basic doesn't support IIS "fully". Meaning you don't get IIS Manager. Google it.

Home Basic supported almost no use of IIS, as described on this page:
Vista Home Premium supports a lot of IIS, but you might want to plan for Business or Ultimate.

And it won't. IIS is on Vista Home Basic simply for the use of some other applications, it can't run a web site. You can use the built-in web server in Visual Studio or Visual Web Developer for testing, but you'll need to deploy your application to a host
or server for production use.

I think one good way is to downgrade to XP.

try cassini web server instead, no upgrades or downgrades needed! Else upgrade Windows 7 instead, which is better
than problematic Vista!
