I can give an idea.
1. Ask the User to locate his address by using googlemaps.
2. when they locate their address in google maps. it will give you internally the latitude and logitude of that location.
3. So in next step, you can calculate the distance between 2 latitude and longitude pairs. by calculating that distance, we can calculate the nearest people.

That's probably the hardest modification that I have made to my site.
But in order to perform a radius search, you first of all need to start with a zipcodes database.
I decided to add a table to the classifieds database and filled it with the over 42,000 zipcodes.
You'll have to buy one, I scripted it out for easy loading into the tables.
Then you need to write some storedprocedures to get the zip by radius.
Add to your DAL a zipcodes.xsd
And test that it get's the data right.
Then move on to adding to the getallactiveads storedprocedure.
Not an easy task, nor is it for the faint of heart.
