I need to keep translating the data stored in DB back and forth based on the browser setting.
Can this be done in DB level or in code?
Does the .Net Framework support this or are any third party tools available?

Given the vagaries of translation, you should only translate once. Your database should therefore be designed to store every language version you deal with.

Say you write a feedback on a website in French... This needs to be shown to a user with English in browser setting. Can your comments in French be shown in English to that user? If so who or what does the translation?

As to how the translation is done (there are some online services), I was commenting on not translating backwards and forwards, but just to translate once.
