On one of our Window 2003 servers we are unable to access sites via HTTP or ftp into the system. We have IIS up and running and can access a page with http://localhost/mysitetest.htm. However when we try http://mymachine/mysite/test.htm from a different
system we time out. We can ping the system and access file shares on the system. We also cannot gain access to the system via ftp. Any thoughts on how to troubleshoot this issue?

The server may not be listening for connections externally. I am not familiar with windows 2003 but I think you may have to enable it to accept connection over http from remote machines.

The problem was the firewall. By default it is enabled and prohibits all connections. We enabled the HTTP connection.
