I am in the process of developing a webservice which should be invoked automatically when a user is created in the Active Directory.Is there a way to acheive it? I can schedule the webservice.But how will it know whether the given user is a new user
or an existing user

There's something called the DirSync control which can be used to return changed objects since the previous search.
Read this article: http://support.microsoft.com/kb/891995, in particular Method 1: The DirSync Control. Talk to your AD domain admins: if they'll set up an account with the Replicating Directory Changes permission then I think this is reasonably easy in
.NET. You'll have to consider a reliable method for storing your cookie. This book: http://www.amazon.com/gp/product/0321350170/ref=ase_extemporaneou-20 has a worked example of using DirSync - it's a great book, generally and I recommend buying it.
